Captain David “Dave” Turner

Henrico County Police Division

Dave began his career in law enforcement in 1998. Over the course of his career, he has worked numerous assignments to include, Patrol, School Resource, Criminal Investigations, SWAT, Internal Affairs, Personnel, Public Affair (PIO), and Negotiations.  Dave joined the Crisis Negotiations Team in 2009 and has served in various roles to include Training Sergeant and Team Leader. As a Negotiator he has been to numerous schools to include the FBI’s Regional Crisis Negotiations Course and the National Crisis Negotiations Course in Quantico, VA.  He currently presents for the FBI National Academy and for the FBI/CNU as a part of an Advanced Hostage Barricade Course.   Currently he assigned as a Commanding Officer of a patrol bureau station.  Dave received his undergraduate degrees from Liberty University and his graduate work was done at the University of Virginia.

Bill Mazur

Bill MAZUR is a 25-year law enforcement veteran and retired in 2017 at the rank of Deputy Chief of Police. Bill holds a Bachelor’s Degree in Criminal Justice from Stockton University and a Master’s Degree in Human Resources Training and Development in the Police Graduate Studies Program from Seton Hall University.

Bill is a graduate of the FBI National Academy, Session #256, and served as a Master Instructor with the FBI National Academy Associates, in their Comprehensive Officer Resiliency Training Program. He also acts as a Liaison for the NJ State Resilience Program for law Enforcement.

Bill has worked in the behavioral healthcare field exclusively, as a Public Safety Liaison, to provide specialized treatment guidance for public safety personnel, first responders and their families who may find themselves in a personal crisis because of a mental health issue or substance use disorder.

Josh Vadell

Josh Vadell is a devoted father of three daughters, with a decade of service as a veteran of the Atlantic City Police Department in the Operations Division. On September 3, 2016, his life changed dramatically when he was shot in the head while intervening in an armed robbery. The incident left him critically injured and marked the beginning of a challenging journey through extensive physical and emotional therapy, along with multiple surgeries to address the injuries from the shooting. Despite the severity of his injuries, Josh's courage and determination have shone through his ongoing recovery process.

Josh’s story of survival and growth is both inspiring and impactful. His bravery and resilience in the face of severe adversity highlight the strength of the human spirit. After surviving a life-threatening shooting and undergoing numerous surgeries, Josh has turned his experience into a beacon of hope for others. Through his guest speaking engagements, he shares valuable lessons on overcoming challenges and maintaining a warrior spirit, resonating deeply with diverse audiences including law enforcement, healthcare professionals, and students.

Josh has channeled his experiences into the creation of “The Josh Vadell Foundation.” This non-profit is dedicated to supporting families of first responders who have been critically injured or have faced significant trauma. Their mission underscores a profound commitment to providing both financial and emotional aid, ensuring that those who sacrifice so much in the line of duty are not left to face their struggles alone

Aaron Dahl

Aaron Dahl began his law enforcement career in 2011 with the Hillsborough County Sheriff’s Office in Tampa, Florida. He has held many different positions from Field Training Deputy to Long Term Narcotics. However, much of his time focused on crisis negotiation, training, and team development. He currently serves as the President of the Bay Area Negotiator Group (BANG). This regional network supports negotiation teams across the Tampa Bay area through training, peer support, and collaborative initiatives.

Aaron has presented at local, state, and national events, with a focus on building practical skills for negotiators and first responders. His work includes developing real-world scenarios, incorporating emerging tools like Artificial Intelligence into training, and addressing the mental toll that critical incidents can have on officers.

Whether presenting on negotiation strategy, team leadership, or wellness, Aaron’s goal is to offer useful, relevant content rooted in experience. He approaches each presentation as a conversation — one focused on what works, what doesn’t, and how teams can better support both the people they serve and each other.

Outside of work, Aaron is married and is the proud (and often exhausted) father of two boys, ages two and four. He enjoys playing golf, fishing, and getting dragged to Disney.
